Guide to Construction Services on Building Work in New York State. The design and construction of a building project can be a complex and confusing process for any owner. Owners throughout New York State, especially local governments that seldom build major facilities, have little experience in and knowledge of the design and construction process. GBC has developed this guide as an educational piece to help owners, especially those involved in the public building construction process, to better understand the range of services available to them and the advantages and disadvantages of each so that in the end they can intelligently obtain the appropriate services they need from qualified parties at a competitive cost.

A Guide for General Contractors to the New York State Lien Law. Over the years, GBC has received many inquiries from general contractors about the New York State Lien Law, especially when liens have been filed by subcontractors and suppliers on one of their projects. GBC published this guide to help Members better understand the Lien Law and to collect the information and sample forms that can be useful in quickly dealing with a filed lien, which often disrupts the flow of cash. 

Manual for Establishment of Reserved Gates. One of the more disturbing problems that can occur on a jobsite is union picketing of the entire job because of a problem with one subcontractor or a separate prime contractor. This treatise discusses, in detail, what is permitted and what is not, how to be prepared for difficulty, what to do in the case of picketing and how to minimize losses. 

Sample Subcontract Clauses: Alternatives for Contractors to Use in Developing Subcontract Agreements. This booklet contains a number of sample subcontract clauses that have been developed for use by GBC Members. The clauses cover ten different subject areas: Payment; Charges, Claims & Delay; Indemnity; Insurance; Schedule of Work; Termination; Warranties; Scope of Work; Liens & Discharges; and Work in Harmony. 

West Fair Addendum: An addendum to the Sample Subcontract Clauses booklet above, in light of the West-Fair Electric and L.J. Coppolla, Inc. v. Aetna Casualty & Surety Co. and Gilbane Building Co. decision, which effectively made contingent payment clauses in subcontract agreements in New York State null and void. 

Development of Construction Contract Documents: Private and Public Sector Standards of Equity – Industry Practice – Law. Throughout its history, GBC has offered a "specifications review" service to Members and design professionals with a view toward providing recommendations for improvements in contract documents. This booklet explores a number of issues arising from the development of contract documents with GBC’s recommendations. The goal is contract documents that will lead to timely delivery of a project within budget and with a minimum of dispute, lien or defect. 

A Guide for General Contractors and Subcontractors for Reporting Certified Payroll Records on New York State Public Works Projects. Chapter Law #565 of 1997 altered the manner in which contractors and subcontractors must submit their payroll records on all public works projects. GBC, in concert with Northeastern Subcontractors Association (NESCA), prepared this guide to give an overview of the law as well as common law decisions. It will help contractors design a practical procedure in which to report certified payrolls under the new law.
